The main advantage is increased productivity amongst employees. If someone gets hungry or thristy during the day, they don’t have to take 20 minutes to run to the local convienence store or coffee shop, they only need a 2 minute break to the vending machines.
Can’t really think of a main disadvantage, but I’m probably biased. One arguement which comes up alot is the unhealthy selections in the machines, however all you need to do is ask for healthier selections and that shouldn’t be a problem.

The advantages are definately in favor of the vendor. I mean if government is willing to spend two thousand dollars on a hammer, just think of what a vendor can get for a bag of funions. Ten thousand percent profit?
Of course the disadvantages would derive from the vendor wars that would result from bidding on who gets to stock the machines. Government would then step in and force a senseless compromise where four hundred different vendors would be allowed to stock a quantity of one product per machine on a rotational basis with quarterly taxes assessed that would eventually force 70 percent of the vendors out of business. Their stock rotation would then go unfilled and the vending machines would contain weekly one can of snapple grapefruit juice that the government employees wou
ld fight over. The resulting dip in morale would lead to government collapse and global inefficiency
